Head of Yakutia: Chinese CNPC is interested in building refineries in the region
Chinese CNPC which participates in the construction project of the Power of Siberia gas pipeline is interested in a project to build an oil refinery in the Aldan district of Yakutia, said Egor Borisov, Head of the Republic.
«According to the results of cooperation with the Yunjin Investment Fund, we can talk about the prior interest of CNPC in the construction project of the Aldan Refinery. A rationale for investment in the construction of a refinery, a declaration of intent has now been developed, public hearings have been held, a land plot has been allocated, the project of the Aldan Refinery has been registered with the Ministry of Energy of the Russian Federation. As a result of the project, about 1,000 jobs will be created», – said Borisov.
This project was selected by the Ministry of Eastern Development as one of the main projects of Yakutia due to its high readiness. It will be presented to a pool of investors at the site of the second Eastern Economic Forum (WEF). The estimated investment in the plant is almost 130.4 billion rubles.
At present, the plant’s project with an annual refining volume of 2 million tons and a refining depth of up to 95% is implemented by the republican oil company Tuymaada-Neft. It is planned that the company will produce bitumen, gasoline, diesel, jet, marine fuel, sulfur and liquefied gas.
It is planned to deliver oil to the refinery through the Eastern Siberia – Pacific Ocean pipeline from the oil rim of the Chayandinskoye field, Taas-Yuryakhskoye and Irelykhskoye fields, as well as from license areas developed by Tuymaada-Neft – Mukhtinsky and Biryuksky. There is a preliminary agreement with the Irkutsk Oil Company on the supply of oil to the Aldan Refinery.
